So, let's try to find out – without reasonable doubt - to whom the petition has to be addressed to.
Keep in mind that we are talking about something REALLY BIG AND REALLY OLD.
The first choice is obviously the builder(s) of the traps.
Then it should be considered that the builder(s) - after the traps were installed - may have given authority to someone else, because the builder(s) would not like to be occupied with maintaining the operation.
As the trap-net-operation is manifesting the destinies of souls, the operator(s) obviously also have the authority to determine/change the destinies of souls.
Let's have a look at already existing data.
What is the data from R. Monroe ?
He wrote in Chapter 12 of Far Journeys, page 162 to 172:
“Someone, Somewhere (or both, in millions, or uncountable) requires, likes,
needs, values, collects, drinks, eats, or uses as a drug (sic) a substance ident
Loosh. (Electricity, oil, oxygen, gold, wheat, water, land, old coins, uranium.)
This is a rare substance in Somewhere, and those who possess Loosh find it vital
for whatever it is used for. Faced with this question of Supply and Demand (a
universal law of Somewhere), Someone decided to produce it artificially, so to
speak, rather than search for it in its “natural” form. He decided to build a Garden
and grow Loosh“. ….......
“Someone, his work completed, returned to Somewhere and occupied himself
with other matters. Loosh production stayed at a constant level under the
supervision of the Collectors.“

Obviously, he is describing a hierarchical structure of operation.
“Someone“ (singular) in authority and power directed/ordered/appointed the “Collectors“ (plural) to have full authority over the soul-net-operation. The Collectors (or The Collective) were given the power to change the destinies of souls.

The Death Trap
I began hearing about what you call the Death Trap about 20 years ago. At that time, it was being called the Net, but until you described it as an electrocution of the soul that makes you forget everything, I never really understood what, exactly it was. It was interesting to me that two of the reviewers described that a couple of people were carrying a “black box”. I have heard of these too, that souls can be captured and put into a “black box” they can’t escape from. Both these scenarios sound horrible and I thank you for describing the Death Trap in such detail. However, from my knowledge of near-death experience, miracles, and psychics who see and hear dead people, it doesn’t all add up to me.
Because I have a fascination for the spirit world, I’ve either read about or listened to hundreds of near-death experiences. These experiences are always deeply meaningful to the experiencer. It doesn’t matter if they had a heaven-like or a hell-like experience. Whatever the experience was, it always changes people’s lives for the better. It does this by helping them evolve on their spiritual journey. Some experiencers actually come back with enhanced psychic and/or healing abilities that they use in service to others. There are people who have died of horrible diseases, and others who’ve been run over by cars and actually been kept in deep freeze for several days who came back to life, completely healed after having an incredible near-death experience. Though a near-death experience isn’t the same as actually dying, what occurs for the experiencer on the other side can be altogether startling, standing beyond the realm of imagination only and seeming to occur in another dimension altogether.
I’ve also read about and watched numerous psychics as they talked to the bereaved about their deceased loved one. The spirit is able to communicate to the psychic private information about the life that they shared with the loved one, and in this way, lets their loved one know that they are really there. This indicates to me that these spirits, at least, haven’t forgotten anything about the life just lived and that the mind wiping doesn’t occur until we come back in a body. I tend to think that it is the way our bodies are genetically engineered to dampen down our psychic abilities that causes the mind-wipe. On my spiritual journey I’ve come to understand that nothing is really lost, for all our memories remain in the unconscious mind. There are techniques that can be used to access them. Hypnotherapy is a good one.
I’ve also watched many “miracle stories” that indicate to me that those in spirit can communicate to their loved ones on earth in a variety of ways, not just through psychics. These miracle stories are far to numerous to go into. Suffice it to say, it seems obvious to me that the spirits aren’t walking zombies, but very much alive and well in their own dimension. However, I have been struck by the fact that the spirits, themselves, seem to be policed by other beings who seem to be in charge, for there are things that are off-limits for them to talk about.
My understanding is that there are many levels in the 4th dimension, just as there are many levels in the 3rd. The lowest level is the astral plane, where people go who have a very low level of consciousness. My teacher says that we create it all on both sides of the veil. Christians will go to a Christian heaven and Buddhists to a Buddhist one, etc. I suspect that the higher levels of the 4th dimension allow one access to many wise spiritual teachers that can help one evolve. My expertise is in reality creation and conscious evolution. I have vague memories myself of carefully planning out my present incarnation with the higher guides who have been with me throughout this incarnation but did not come into the forefront of my life until I awakened to God. I am just as certain that many people on the other side aren’t conscious enough to plan out their next incarnation at all, and, that though they may have friends and family members who act as guides, they do not actually have higher guides. Working our way up through the levels is a process that takes many hundreds, if not thousands of lifetimes. Be that as it may, I believe that every lifetime is purposeful and will foster our growth into higher consciousness little by little. The higher up we go in consciousness, the more impactful is the lifetime.
My spiritual teacher never talked to us about a “death trap” as you describe it. But he did talk to us about the uroboros, which you may know as the symbol of the snake biting its own tail. He also called this the “ring-pass-not”. As I listened to the remote viewers talk about the death trap, I was reminded of the uroboros. The uroboros is also a frequency device that prevents you from ascending beyond your current frequency. People on earth generally carry the frequency of victim consciousness. This is an all-encompassing belief system that is complete unto itself. Every belief held within this belief system is erroneous, simply because it stands on a faulty foundation. Since it is a resonating, vibrating belief system, it attracts life experience that is a vibrational match to it. Victims always attract persecutors (person, disease, accident, laws, rules, etc.) that they can blame for the unhappiness in their lives. When one vibrates in victim consciousness, they cannot ascend into higher levels for their frequency makes that impossible. To transcend the uroboros, one must have a fundamental change in consciousness that is all-encompassing, creating a standing wave that annihilates one’s previous belief system. It is this shift in frequency that literally changes everything.
The spiritual journey is about out-growing victim consciousness and embracing higher consciousness. How far up the ladder of consciousness you can go depends upon how far up the ladder your spiritual teacher is. Teachers who have not outgrown victim consciousness won’t be able to help you ascend any higher than they, themselves, have gone. Higher consciousness is an altogether different belief system, having absolutely nothing in common with victim consciousness. Each belief in higher consciousness leads to greater and greater spiritual growth as one learns to take total responsibility for every aspect of their lives. Each belief in victim consciousness leads to greater and greater stagnation, chaos and death.
It might be good to create other targets in the afterlife. Instead of just focusing on the death traps, you might also want to focus on the higher levels of the 4th dimension and try to discern what kind of consciousness one must have to get in there.

@ Susan : If the Ouroboros is seen as if a dog chases it's tail, then surely it would be a symbol of stagnancy or running only in circles.
I see the head of the Ouro as the spirit/consciousness/most advanced part of the snake, with the tail be the lowest/grossest part. Through repeated digestion – starting with the grossest part – the snake is able to slowly transmutate/transcend it's nature and could refine itself into a higher being. Like the Phoenix, only in a more visually cyclical manner.
The snake was - in the days of old – seen as a symbol of wisdom and knowledge and the Ouro was already depicted on old Egyptian papyrii. For me it is a positive symbol.
On the other side, even a cannibalistic group could choose the Ouro. as a representative symbol for themselves.
It depends on the POW and the intended symbolic meaning.

To the video: Gwen's “Committee“ seems to be only the middle-level management of aliens and not the “Collectors/Collective“
These Pleadians, advanced Greys and Andro... seem to warn Gwen because they know what consequences might arise, but not that they are the ones which threaten with action .
But this way, they are the gatekeepers or – in my analogy – the policemen and judges.
It seems they are all in on it, for good or bad.

Let's concentrate further on the Collectors (The Collective), as it seems they are the ones to be addressed in the petition.

In a hierarchical structure, it is only logical that the Collectors are not the day-to-day operators of the soul-net. They are a supervising body, which is most likely not stationed on the Moon, as there are more „farms“ or gardens of Loosh to attend to.

The RV-data of the Moon by Ingo Swann comes in handy.
We know that the Moon is not what it seems.
Ingo Swann's book “Pentration“ has a long list of known “anomalities“.
For example, it is scientifically proven and accepted that the Moon is roughly 1 billion years OLDER than the Earth.

He saw machinery and aliens on the Moon and then he was „booted“ out from there by a sophisticated/trained telepath. But several years later he went back, this time with „permission“.
This time the beings on the Moon were scrambling to fulfill his demands because of the „permission“.This permission gave him free access to anything he wanted to see, know or experience. He even demanded to meet the telepath (a humanoid) who threw him out years ago. That telepath was not around and had to be specially brought in, only for Ingo to triumphantly say: “Guess what? I am back!“ . Well, Ingo was a character....

Who has given this „permission“ which opened every door or blockade?
It could have come only from someone with the authority over anything on the moon.
It could have come only from the Collector-level.
Swann mentions that through mediation of a person, named “Guru“, he obtained the permission from a group called “DOMA“, a short form of “THE DAUGHTERS OF MA“.
It was the backing by the DOMA which opened any door he wanted to be opened. Swann even wondered why he got no escort for protection, not realizing the “untouchability“ he got, because of the permission by the DOMA. I learned that the DOMA are a group of seven women in physical form.
Ingo got through the DOMA even free access to an interactive universal library (plant based), where he could ask any question.
He took the opportunity by the horns, went there, and asked several important questions.
In a later convo about the results, Ingo said:
“And there was something about, I don’t even know how to
put it, something about ESSENTIAL PROTOPLASM“
Whatever it is, they need it. It’s a supply problem. They need ESSENTIAL PROTOPLASM“

What is meant by “ESSENTIAL PROTOPLASM“ ?
Protoplasm is the basic building material of organic lifeforms. All lifeforms (we know/recognize) are made out of protoplasma.
What is “essential“ within the protoplasma?
You may say water, but then the answer would have been simply “water“.
My opinion is that the essential part of protoplasma is the Life-force within it. Without that force, the protoplasma is just an organic soup. This life-force can be equalled with Loosh.
That is just my interpretation.

Anyhow, lets get back to the DOMA.
Ingo's data from the Moon about the DOMA is: Very powerful; old, very old; all permissions given by them; quote Ingo: “Age of DOMA species four trillion years.” (Trillion? Obviously a mistake, but anyhow a VERY OLD RACE)

From the same project, the initiator of one of the projects, and a “3-letter agency-connected“ guy,

Here it is:
Marduk made the Earth (from parts of Tiamat), then brought in the Moon, into a special defined orbit arround Earth. Then he installed the soul-net on it.
After doing so, he appointed a group of Seven to run and decide what to do (“forever“) in respect of that project.
So it becomes clear, without a doubt, that the Seven are the “Collective“ and they are the group to be addressed in the petition.
This will be a petition to change the “ immutable nature of things “.

Let's have again a look at what the aim of that petition is:

Not to dismantle the net, but to make it more “efficient“ by providing faster evolution and not stifling it, while at the same time producing more Loosh.

For the desired results, let's borrow from the future.
In Monroe's “Far Journeys“ in chapter 15, called “The Promised Plan“ ,
we can read (in a convo with future humans on a future Earth, excerpts):
