After watching the Super Soldiers of Ceres I was very interested in the whole story so I watched some more of Tony's interviews and I bought the book. He mentioned a few time about these "Time Beings" who governed and policed the travelers to make sure they don't break any time traveling rules otherwise severe punishment would ensue.

1. Who are these Beings?
2. How much of the Universe do they police?
3. What is there jurisdiction? IE: Local, State, Federal equivalent?
4. What exactly are the rules?
5. Do they like donuts?

I wondered the same thing, but questioned churros.. but I thought about Dr. Who. The time lords and so it was very interesting to me. Would love to know more. What a powerful bunch!
