I've seen this guy before. He believes what he is saying. I'm not distracted by the whole "talking in tongues" thing because I think it just distracts his conscious mind while he essentially remote views something. I'm not a religious person, but I do believe in God. I don't think God gives people whatever they pray for. I do think prayer acts like intent to influence future and, because of this, I have experienced that prayer works. So does visualization with intent.
