Do you know why the Overmind seperates the children from their parents, but Karellen is still allowed to have 24 children?
Think about it, the correct answer is the key to everything that is happening in that novel/series.

The novel, and even the TV series, describes why that's not the case. Spoiler: He doesn't save everyone and everything. He couldn't do it even if he wanted.
See, Karellen brings a golden age, but people only believe it because they see the ETs as "Overlords". The next thing that happens is humans choosing to get rid of culture, music, and fun. It wasn't a dictate. It was a free will decision.
