Does anyone have a solid handle on who the Men in Black actually were/are? I could see these odd and ominous late night visitors being mind-controlled CIA agents, reptilians in disguise, or a completely different ET with their own agenda, but I really won't be satisfied till I know for sure.

It certainly seems to be a multilayered phenomenon. The reports of their behavior and appearance over the years has included everything from stoic human G-Men to quirky creepy skin-suit alien baldies in fedoras. My instincts tell me that it’s purposely layered in its development over time to conceal, confuse, and diffuse data acquisition on the subject. In other words it may be better for THEM to have us debating a multitude of possibilities than having the answer.
Since posting this question I bought and read Elena Danaan's book A Gift From the Stars: Extraterrestrial Contacts & Guides of Alien Races. Among the many species recounted from her very knowledgeable Pleiadian guardian Thor Han, is a short note about the Men in Black. I'll include it here in full from page 156, welcoming further corroboration to this thread from other credible sources:
The so called "Men In Black" are cybernetic life-forms controlled by Ciakahrr working with the US government's secret divisions, usual accompanied, in their visits at your door to intimidate you, by a true reptilian shapeshifter. Such synthetic creatures are also infiltrated by great numbers in Terran societies and the way to recognise them is similar to identifying a shapeshifter. To these criteria you may also add a peculiar synthetic smell, unrefined features, no fingerprints, and faint or artificial looking ears. They are also named "Horlocks" and when they are not of the above, they are Terran humans under mind-control. In order to dissuade witnesses, they use mind-control (a reptilian speciality) and threat by fear as psychological weapon. They move in black cars and black helicopters, and are assigned to underground facilities.
Thank you for the thorough description and explanation. I cannot attest to ever having the pleasure of their company but now I’ll have more awareness of their characteristics in the unlikely event of our paths crossing and maybe tug a few ears while I’m at it.
Related side bar: Reptilians have been described in the 7 foot range yet their supposed holographic human overlays are of average height. Within that 1 ft difference in head height is there any vulnerability i.e., could I reach out and slap the air above the head of someone I suspect of being a Draco and touch scales? I could simply say I was shooing a fly.
