Strongly disagree here. There is no way that a CIA plant would expose everything that she's exposing. Furthermore, her and Alex are not high-ranking "whistleblowers" to any secret programs (who DO often die after violating NDAs, such as Steven Chao, whom Elena interviewed just days before in her most popular video) -- they are simply contactees, and hence can be simply painted as crazy in the public eye.

Also, if you listen to what they are saying, they strongly discourage any ideas of waiting for saviors. It is a message of empowerment, to stand up and take our power back ourselves, while at the same time asking for assistance as equals. And of course we are receiving much assistance. If we weren't that would actually be quite disheartening. But Elena continually stresses that while they (rightfully) help to correct the balance by taking care of the ETs, it is us humans who must rise up and take care of the compromised humans and their agendas.

Once we finally have true free will on this planet, it is up to us to do as we wish. But I must say that Elena does have some of the most inspiring videos I've seen, and is very much against those agendas that you mention.
